The Ferengi are one of the primary races of the New Space Conglomerate. Their very culture revolves around the acquisition of money and valuables, and as such, they are typically seen as an excessively shady and greedy race - even among other races in the New Space Conglomerate.
From a young age, the idea of extreme capitalism is pushed into their brains, so by the time they are adults they are skilled ( and occasionally very shrewed) businessmen.
